This is a classic example of Government Interference in the free market and the resulting Unintended Consequences of the housing bubble with the market collapse. This program was started by Pres. Carter and expanded enormously under Pres. Clinton. Banks were MANDATED BY A DEMOCRAT CONGRESS to make NO DOWN payment sub prime loans by the Community Reinvestment Act--- CRA which is completely contrary to all reasonable and tested banking standards of a 20% down payment.
The FEDERAL Government mandated banks to make BAD loans to unqualified people.
